An inquiry launched into tender for stray cattle capture in Gurgaon has raised serious concerns about how the local administration handled a major contract. The issue began when Advocate Vijaypal Chauhan filed a complaint at the Samadhan Shivir public grievance camp. He claimed that officials failed to follow proper rules while awarding a tender for catching stray cattle across the city.
Chauhan accused MCG’s Executive Engineer, Sunder Sheoran, of giving the Rs 3.6 crore work order to Pestek Complete Solution Pvt Ltd even though the company lacked the required machinery. He insisted that the company made false claims about the vehicles they listed in their application. Since the work order was issued on November 13, he believes the decision was rushed and not checked carefully.
However, the complaint points to an even bigger problem. The verification report, which should confirm the company’s equipment, has not been shown. This report must explain how the officer checked the machinery and what conclusion he reached. Therefore, Chauhan demanded that the tender be canceled, the company be blacklisted, and strict action be taken against those involved.
Meanwhile, Deputy Commissioner Ajay Kumar said that the administration would act according to rules if the allegations proved true. A senior MCG official, however, defended the process. He said the corporation releases many tenders daily and ensures that bidders follow the criteria. Usually, he added, complaints from Samadhan Shivir reach them within a day.
According to the tender rules, the selected company must provide hydraulic vehicles. Instead, Pestek submitted documents for an agricultural tractor. MCG accepted it, which Chauhan argues violates the tender requirements. Since the executive engineer is responsible for inspecting every vehicle and confirming ownership, he believes Sheoran ignored important checks. Because of this, he hinted at possible collusion between the company and MCG.
Furthermore, the complaint states that the company submitted unclear lease agreements with missing details about rented vehicles. Even though these documents lacked important information, MCG accepted them. Chauhan says this acceptance broke several norms and raised doubts about the entire process.
